Should the WWE create a suprise champion?

Back when Booker T first won the WCW Heavyweight Championship, no one saw it coming. The match was never hyped or, debatably, planned, and he turned out to be a great champ and it finally put him over in the way he deserved. I would love to see the WWE take someone whom is consistantly popular with the fans but not an official main carder and put the title on him without any notice, like a sudden change in the card. What do you think and who would you like to see?
