Why do liberals blame conservatives for the outcomes their very policies create?

Promise everything, deliver nothing, then blame the other side. This is the liberal way. liberals don't care about outcomes just good intentions, history is chock full of examples of liberal failed policies but yet they keep doing them over and over again.
